1) PREMISE:   
Deontology would say that killing someone to prevent them from killing others (for example, killing a fleeing known serial killer, or the famous time-traveler-kills-Hitler scenario) is murder, and therefore evil.

(If you don't consider this murder, change it to killing someone to prevent a third party from committing murder, such as some sort of terrorist negotiation. The argument still applies.)

If you kill someone in such a scenario, you prevent them from committing murder and thus doing even more evil.
